Notice to importers on specific products
HS Code 2710 – Petrol, Diesel, Kerosene, Aviation Fuels, and Fuel Oils
Applications for the importation of petroleum products are to include:
- A copy of the Certificate of Origin (COO). Certificates must be issued by a Chamber of Commerce. Certificates issued by refineries are not accepted.
- A signed declaration drawn by the importer attesting that the COO is genuine. The declaration must be drawn using the provided template.
- Applications involving countries which have a Free Trade Agreement with the EU may be backed with a EUR.1 certificate instead of the COO. These applications must still be accompanied by the signed declaration referenced above.
- Applications involving petroleum products leaving from an EU country under the Excise Movement and Control System (EMCS) may be supported by a copy of the electronic Administrative Document (eAD) instead of the COO. However, the COO may still be requested if necessary or if the eAD is missing.
Applications for the importation of samples of petroleum intended exclusively for testing are exempt from the requirement to provide supporting documentation. The licence limit in these cases is 150 litres.
Applications and supporting documents are to be submitted through the Malta Import/Export Web Portal.
Applications not supported with these documents will be considered incomplete.

HS Code 2829 – Chlorates and percholates; bromates and perbromates, iodates and periodates
In Section 1 of the application, under Description of Product, indicate a clear description of the product to be imported.
The application must also include:
- A copy of the MSDS Sheet
- A copy of the packing list
Applications and supporting documents are to be submitted through the Malta Import/Export Web Portal.
Applications not supported with these documents will be considered incomplete.
HS Code 2834 – Nitrites; nitrates
In Section 1 of the application, under Description of Product, indicate a clear description of the product to be imported.
The application must also include:
- A copy of the MSDS Sheet
- A copy of the packing list

HS Code 3003 – Medicaments for Veterinary Use (Non-retail Sale)
This includes medicaments consisting of two or more constituents mixed for therapeutic or prophylactic use but not put up in measured doses or in forms/packings for retail sale, excluding items under headings 30.02, 30.05, or 30.06.
Applications must include:
- A clear description of the item, specifying:
- Full name of the product
- Active ingredient(s)
- Manufacturer
- Indications of use
Supporting documentation required:
- Photos of the outer and inner package, from all four sides
- A copy of leaflets inside the package, if available
Applications and supporting documents are to be submitted through the Malta Import/Export Web Portal.
Applications not supported with these documents will be considered incomplete.
HS Code 3004 – Medicaments for Veterinary Use (Retail Sale)
This includes products consisting of mixed or unmixed substances for therapeutic or prophylactic use, put up in measured doses or in forms/packings for retail sale, excluding items under headings 30.02, 30.05, or 30.06.
Applications must include:
- A clear description of the item, specifying:
- Full name of the product
- Active ingredient(s)
- Manufacturer
- Indications of use
Supporting documentation required:
- Photos of the outer and inner package, from all four sides
- A copy of leaflets inside the package, if available
Applications and supporting documents are to be submitted through the Malta Import/Export Web Portal.
Applications not supported with these documents will be considered incomplete.
HS Code 3102 – Mineral or chemical fertilisers, nitrogenous

- Presented as preparations or articles (e.g. sulphur-treated bands, wicks and candles, fly-papers)
In Section 1 of the application, under Description of Product, indicate the brand name of the product to be imported.
The application must also include:
- A copy of the notification/authorisation document issued by MCCAA
- A copy of the label of the product
