Guidelines – Malta Import/Export Web Portal

Applications can be accessed through the Malta Import/Export Web Portal. Applicants are required to log in using their e-ID login and password.

How to Fill in the Export Licence Application

The application consists of four (4) sections:
  • Section 1: Information about the goods to be exported
  • Section 2: Transportation and Destination
  • Section 3: Details about the Exporter, Declarant and Consignee
  • Section 4: Declaration and Data Protection Declaration
Once an application is submitted, the applicant can view the submitted application and its reference number from the ‘Applications’ section.
GOODS TO BE EXPORTED (Section 1)
  • HS Code: One HS Code per application, provided at 4-digit level
  • Description of Goods: The description of products to be exported
  • Quantity: This figure must represent the quantity expected to be exported within the licence’s one-month validity period.
  • Unit of Measure: Choose from the drop-down menu. If ‘Other’ is selected, provide details in the ‘Description of Product’
  • Country of Origin: The country where the products were made. In the case of petroleum, the country where the petroleum was extracted from.
Petroleum Products (Section 1.1)
This section is to be filled only for HS Code 2710.
  • Tick the box if the items to be exported are petroleum-related products.
  • If ‘Bunkering’, indicate the name of the Tax Warehouse and its Excise Number in the respective box.
TRANSPORTATION AND DESTINATION (Section 2)
  • Name of the Exporting Ship/Airline: The name of the exporting ship or airline.
  • Port/Airport Where Goods Will Be Landed: The port or airport where goods will land.
  • Ultimate Destination of Goods: The country of final destination.
APPLICANT (Section 3)
Exporter (Section 3.1)
  • Full Name and ID Card: If the exporter is an individual, provide their details. If a company, provide the representative’s details.
  • Company Name and VAT Number: Required for company exports. If the exporter is a private individual, the VAT number field can be left empty.
  • Address, Contact Number, and Email Address: These fields are compulsory.
Declarant / Representative (Section 3.2)
  • Full Name and ID Card: Provide the details of the declarant (the person/entity filling the application)
  • Company Name and VAT Number: If the declarant is a private individual, the company name and VAT number fields can be left empty.
  • Address, Contact Number, and Email Address: These fields are compulsory.
Consignee (Section 3.3)
  • Full Name and ID Card: Provide the details of the consignee (the final receiver of the goods being exported)
  • Company Name and VAT Number: If the consignee is a private individual, the company name and VAT number fields can be left empty.
  • Address, Contact Number, and Email Address: These fields are compulsory.
DECLARATION (Section 4)
This section is mandatory.
  • If the application is completed by a declarant/representative, check the ‘Declarant or Representative’
  • If the exporter is completing the application without a representative, select ‘Exporter’.

Other Documents

Applicants may also attach any documents they deem necessary.

Once all information and documentation are ready, the applicant can either save the application as draft or submit it.

EXPORT LICENCE

Once issued, the export licence consists of a minimum of five (5) pages, all containing the licence number and expiry date. The sections include:
  1. Goods to be Exported – Details entered by the applicant
  2. Transportation and Destination – Details entered by the applicant
  3. Applicant (Exporter, Declarant or Representative and Consignee) – Details entered by the applicant
  4. Declaration – Details entered by the applicant
  5. Conditions by Competent Entities – Filled by the endorsing authority if conditions are required. This section is not mandatory and may involve multiple entities.
  6. Authorisation – Date and signature of the Director of Commerce
  7. Customs – This is a Customs process used after a licence is issued. It allows the exporter to export the licensed quantity gradually over time, until the date of expiry of the licence.
