Agorateka is both a Pan-European portal and a network that aims to promote legal content in five categories: TV series and movies, music, e-books, video games and sport events. Currently, 27 European countries participate in the program and more than 5,300 legal offer sites are linked to the portal.

Agorateka is the pan-European portal of the European Union Intellectual Property Office (EUIPO). The EUIPO is one of the largest decentralised agencies of the EU, based in Alicante, Spain. Ranked as one of the most innovative IP offices in the world. The EUIPO manages the registration of the European Union trade mark (EUTM) and the European Union design (EUCD), the geographical indications (GIs) for craft and industrial products and the European and international cooperation in the field of intellectual property (IP), as well as the European Observatory on Infringements of Intellectual Property Rights.

Agorateka was created through the European Observatory on Infringements of Intellectual Property Rights, which is part of the EUIPO. The Observatory supports the protection and enforcement of intellectual property rights and helps combat the growing threat of IP infringement in Europe.

Agorateka was presented in the European Parliament in 2017. Following a request from Parliament, agorateka has been included in the Work Program 2023 of the European Commission to combat piracy of live events.

EUIPO IP Perception Study 2023 has shown that many EU citizens do not know where to find legal sources of digital content. For example, only 45% of EU citizens know where they can legally watch live sport events. In response to these needs, the EUIPO Observatory created agorateka, which is an access point to national portals and allows European citizens to easily and quickly find legal sources online.

Finding legal content online can sometimes be difficult. Many websites containing illegal content look very similar to official websites. As a result, it is complicated to distinguish between what is legal and what is not permitted.

Agorateka allows to search for national portals that publish links to websites that contain music, movies and television series, e-books, video games and sport events. The content can be available through a subscription, free content, and content that is sponsored by advertisers. In this case, the recipients will also have free access to the content and advertisements.

Agorateka allows to quickly and easily access legal content on the internet. It also contains statistics that can be useful for policy makers, citizens and companies. The portal is constantly developing, improving and expanding with new websites from various countries.

The website also has a Legal Offer Sites search engine that allows to find out all the existing legal content of the different platforms in all the countries of the agorateka network.
