Guidelines how to fill in the Import Licence Application Form

Applications can be accessed through the Malta Import/Export Web Portal . Applicants are required to log in using their e-ID login and password. The information required in each section is detailed below.

How to Fill in the Import Licence Application

The application consists of three (3) sections:
  1. Section 1: Goods to be Imported
  2. Section 2: Applicant
  3. Section 3: Declaration

Sections to be Filled by the Applicant

Section 1 – Goods to be Imported

HS Code

One HS Code is to be provided per application, at 4-digit level.

Description of goods

A brief description of the goods must be entered. This description must reflect the description of goods found in the Schedule of the Importation Control Regulations, 2004 (L.N. 242 of 2004).

Quantity

This figure must indicate the quantity expected to be imported within the term of validity of the licence, that is, eight months.

Unit of measure

The unit of measure describes the quantity, for example: kilograms, cans, units, etc.

Country of Origin

This refers to the country where the products were made.

Country of Consignment’s Origin

This refers to the country from where the products will be shipped to Malta.

Section 2 – Applicant

Section 2.1 – Importer

Full Name and ID Card

Where the importer is a natural person, this section must include the details of the person carrying out the import. Where the importer is a company, this section must include the details of the person representing the company in terms of the application for an import licence.

Company Name and VAT number

These details must be provided where the importer is a company. If the importer is a natural person and the import is for own use, the field ‘VAT number’ may be left empty.

Address, contact number and email address

These are compulsory fields in all the above scenarios.

Section 2.2 – Declarant or Representative

This section refers to the person or entity filling in the application on behalf of the importer.

Full Name and ID Number, Company Name and VAT number

These are the details of the declarant. If the declarant is a company, the name and ID number of the person representing the company in compiling this application must also be provided. If the declarant or representative is not a company, the field ‘Company Name’ may be left empty. If representation is not conducted as a commercial activity, the VAT number may be left empty.

Address, contact number and email address

These are compulsory fields.

Section 3 – Declaration

This section is mandatory. If the application is completed by a declarant or representative, select ‘Declarant or Representative’. If the importer is completing the application without a representative, select ‘Importer’.

Other Documents

Press the Add File button if you need to attach a document to your application. Please note that some HS Codes require the submission of specific supporting documents. When you select an HS Code, a pop-up message will appear within your application indicating which documents are required for that code. Ensure that all required documents are uploaded before submitting your application.

Save Draft or Submit Application

Once all information and documentation are ready, the applicant can either save the application as draft or submit it. Once an application is submitted, the applicant can view the submitted application and its reference number from the ‘Applications’ section.

Issued Import Licences

An issued Import Licence consists of five (5) pages, or more if additional licence conditions are attached. Each page displays the Issue Number and the Last Day of Validity at the top. The Import Licence Number, together with the relevant page number, appears as a watermark on each page. Page 5 also covers Data Protection regulations.

Conditions by Competent Authorities

Any conditions assigned by the competent entities will be indicated in Section 2 of the Import Licence (Page 2). This section is not mandatory and may involve multiple entities.

Customs Releases (Section 5)

This is a Customs process used after a licence is issued. It permits the quantity of the licence to be imported gradually over time, until the date of expiry of the licence.
