Notice to importers on specific products 

HS Code 2710 - Petrol, diesel, kerosene, aviation fuels, and fuel oils:  

Applications for the importation of petroleum products are to include:

  •  A copy of the Certificate of Origin (COO). Certificates must be issued by a Chamber of Commerce. Certificates issued by refineries are not accepted.​

​  A signed declaration drawn by the importer attesting that the COO is genuine. The ​    declaration is to be drawn on the provided template​ ​.

  • Applications involving countries which have a Free Trade Agreement with the European Union, may be backed with a EUR1 certificate instead of the COO. Such applications must similarly be accompanied by the signed declaration referenced above.

  • Applications involving petroleum products leaving from an EU country under the Excise Movement and Control System (EMCS), may be supported by a copy of the electronic Administrative Document (eAD) instead of the COO. Nonetheless, the COO will be requested if necessary and if the eAD is missing.

Applications for importation of samples of petroleum intended exclusively for testing, are exempt from the requirement to provide supporting documentation, nonetheless the licence limit is of one hundred fifty (150) litres​.

The application is to be filed online through e-forms whereas the supporting documents must be sent by email to import-export@gov.mt quoting the importer, country of import, product and quantity. Applications not supported by these documents will be considered incomplete and will not be processed further.

HS Code 3808 Insecticides, rodenticides, fungicides, herbicides, anti-sprouting products and plant-growth regulators, disinfectants and similar products, put in forms or packings for retail sale or as preparations or articles (for example, sulphur treated bands, wicks and candles, and fly-papers​

In section 1 of the application, under Description of Product, indicate the brand name of the product to be imported. Moreover, the application has to include a copy of:

1. The notification / authorisation document issued by MCCAA.

2. The label of the product.

The application is to be filed online whereas the supporting documents must be sent by email to import-export@gov.mt quoting the importer, country of import, product and quantity. Applications not supported by these documents will be considered incomplete and will not be processed further.

HS Code 3004 - Medicaments (excluding goods of heading No.30.02. 30.05 or 30.06 ) consisting of mixed or unmixed products for therapeutic or prophylactic uses, put up in measured doses or in forms or packings for retail sale, for veterinary purposes

With effect from the 7th of June 2021 applications are to include a clear description of the item under application specifying the full name of the product, the active ingredient/s of the product, the manufacturer and indications of use. Moreover, the following documentation is required:

1.            Photos of the outer and inner package from all four sides 

2.            A copy of leaflets inside the package, if available

The application is to be filed online through e-forms whereas the supporting documents must be sent by email to import-export@gov.mt​ quoting the importer and the product name. Applications not supported by these documents will be considered incomplete and will not be processed further.
